Job Description

  • Develop and own the overall procurement plan and strategy
  • Develop and own the overall procurement policy
  • Procuring major work streams, systems services & advisors
  • Lead on strategically working with suppliers to deliver social value to their communities
  • Work in collaboration to identify opportunities for bulk purchasing and group procurement
  • Support Heads of Service and identification of workstreams, projects and key areas and activities of procurement to achieve greater value, quality and service in support of our services
  • Identify and prioritise cost categories against which savings can be made
  • Negotiate savings within cost categories identified
  • Provide internal benchmarking of consumption within cost categories identified and provide comparisons to support cost reduction
  • Lead on all tendering processes
  • Act as the technical lead in procurement, ensuring the organisation are compliant with the relevant legislation (e.g. OJEU)
  • Lead on applying for additional funding streams
  • Manage key contracts; working with operational leads to improve performance and value - e.g., driving uptake through contracts
  • Ensure that the overall purchasing cycle is fit for purpose and enables stake holders to easily get what they need and facilitate budget control and timely payment to suppliers
  • Develop on line procurement catalogues to support staff in speeding up the overall purchasing cycle
  • Provide a documented auditable path for key procurement decisions to demonstrate compliance to policy
  • Lead contract reviews with key suppliers including negotiation of optimal terms and monitoring supplier performance and delivery across defined KPIs
  • Identify and access a range of Public Sector Buying Frameworks which allow compliant, value and fast procurement (e.g, CCS, CPC)
  • Evaluate challenges faced by the organisation and take action to mitigate risks

The Successful Applicant

  • CIPS qualified
  • Solid knowledge of Public Contract Regulations 2015 procurement and contract management within a large organisation
  • Can lead and develop the procurement and contracts function across the organisation
  • Has significant previous experience at a senior level within education or other relevant public sector or business sector
  • Excellent communication skills and confidence with stakeholders
  • Excellent analytical skills with the ability to negotiate at the highest level with suppliers
  • A can-do attitude and willingness to go the extra mile
