Job Description

Responsible for all aspects of procurement and purchasing in the Estates and Facilities Category, including the development of category management and the integration of this across the relevant services.

Responsible for ensuring that the Estates and Facilities category management approach is fully integrated and adopted within Faculties and Services.

The successful candidate will lead, develop and implement an effective Procurement and Category Management service for the Estates and Facilities Category, including:

  • Developing and implementing a clear Procurement and Category Management strategy for the Estates and Facilities Category as part of the overall category management and procurement strategy
  • Developing and implementing appropriate structures, and developing the staffing base, to deliver this strategy.
  • Ensuring that this strategy delivers clear Value for Money benefits, both through the achievement of direct procurement savings, and through integration into and proactive influencing of finance and other activities across the University.
  • Providing strategic direction for Major Projects and key Estates and Facilities sourcing projects, including representing Procurement at relevant board and steering committee meetings.
  • Ensuring that effective arrangements are in place for compliance with both external and internal procurement regulations.
  • Work with colleagues in Finance and across the University to ensure that the procurement element of the planning and delivery of capital works is effectively controlled.
  • Leading the implementation of relevant audit recommendations in the Estates and Facilities Category.



Act as a key part of Procurement Management Team including:

  • Lead the development and delivery of a medium-to-long term Estates and Facilities Category procurement strategy, ensuring this feeds into the overall procurement strategy
  • Contributing to the development and delivery of a medium-to-long term procurement strategy and model in support of the Financial Plan and University's strategy, with a particular focus how category management contributes to this.
  • Working closely with the Assistant Directors in Campus Services to ensure that the Procurement service properly integrates with the Campus Services strategy and can deliver on requirement for Major Projects and key procurements.
  • Lead the development and implementation of the overall Estates and Facilities Category procurement strategy and day-to-day planning and management of the Estates and Facilities Category team, including staffing strategy and legislative compliance requirements
  • Supporting the Assistant Director of Procurement in the development and implementation of the overall procurement strategy, and in the day-to-day planning and management of the Procurement service, including staffing strategy and legislative compliance requirements.
  • Support and where appropriate lead procurement service and University initiatives as they develop, and as benefits are delivered.

The Successful Applicant

  • Experience in developing and implementing a strategic procurement plan, including developing strategic sourcing strategies and using market knowledge and data analysis to inform the underlying strategy and decisions
  • Substantial experience in leading complex high value tenders and supplier commercial and contract negotiations focused on achieving value for money as well as direct savings
  • Experience of working as a member of a senior team within a large, complex organisation delivering procurement services
  • Experience in management and development of a procurement team and leading skills development of other teams, ideally in a matrix organisation
  • Substantial experience in developing and implementing effective supplier and contract management strategies
  • Building strategic relationships with key stakeholders to achieve a position as trusted advisor on procurement and commercial matters
  • Experience in building cost models to support commercial bids
  • Knowledge of current procurement standards and regulations and implementing strategies to ensure compliance with these
