Job Description

The Executive Director - Communities, will have responsibility for a directorate that includes Environmental Health, Housing, community services, Lightbulb, Legal and democratic, communications, building control and performance services.

Key roles, tasks and responsibilities that the Executive Director of Communities will have include:

  • To lead a group of services and group managers - setting direction, establishing priorities, building capacity, maintaining focus, and delivering value for money and continuous improvement.
  • As a member of the Senior Leadership Team to demonstrate and promote a culture of ambition, excellence, responsibility and high standards across the council.
  • To act as an external champion for the Council to partners, businesses and the community so that the district thrives and grows sustainably.
  • To work in partnership with other agencies to develop and deliver efficiencies and service improvements and attract inward investment.
  • To lead on the delivery of our major projects.
  • To work closely with the Chief Executive, the Executive Directors and Group Managers to deliver a single team approach to leading staff, governance and delivering priorities.
  • To hold such appointments on outside bodies as specified by the Council/Cabinet Executive/Chief Executive and carry out work for or on behalf of outside bodies as required.
  • To support and advise members of the Council, Cabinet, Planning, Scrutiny and other meetings on relevant matters.
  • To deputise for the Chief Executive as required.
  • To drive a system of performance management and improvement across the council.
  • Identify and lead, alongside all Directors, the Council's transformational priorities including commercial opportunities to make the Council more financially resilient.
  • Ensure that all statutory duties and roles within the remit of the Directorate are fulfilled including those that relate to housing safety, environmental and regulatory services.
  • Ensure the Council continues to 'punch above its weight' nationally, regionally and locally through its economic, regeneration and strategic priorities.
  • Take on a full and active, cross-cutting role in the leadership of the Council acting to maintain the corporate wellbeing of the organisation.
  • Work closely with Elected Members to drive forward opportunities and developments and actively engage Elected Members in shaping excellent services.
  • To engage in Strategic Partnerships and associated forums in order to ensure the District Council's commitment to the Blaby District Council's Corporate Plan is delivered.
  • Appraising and advising on commercial opportunities and financial targets, whilst safeguarding public money.
  • Challenging and supporting decision makers by ensuring policy and operational proposals with financial and procurement implications are affordable and provide value for money.

The Successful Applicant

We are looking for a positive, motivated and passionate leader to drive the Communities directorate forward. We don't have strong views around your professional background but you will already be operating at a senior level and be able to demonstrate your ability to lead teams, build relationships through collaboration and have a strong community focus.

You would need to possess not only a in depth understanding of local government and the challenges ahead, but also have a significant level of understanding of the public sector operating environment and the challenges ahead.

Blaby District Council is going through an exciting period of change and transformation and therefore the Executive Director - Communities would need to have proven delivery of leading and managing major change in a complex service delivery environment. The successful applicant would also need to evidence that they have experience of effectively managing significant resources, successfully delivered transformational change and improvement through partnership working and have a proven track record of excellent customer service.

Blaby are looking for a highly political astute leader, who is an effective communicator, influencer and negotiator. We are seeking someone who completes tasks, has the proven ability to develop and implement strategy, plans and systems that build organisational and individual confidence and the proven ability to deliver effective long term corporate strategies in a complex organisation. Whilst at the same time promoting the highest standards of corporate governance and ethical behaviour.

The ability to form effective working relationships with partners and stakeholders, is of critical importance to this role. It will enable the council to form successful partnerships that benefit the community of the Blaby district.

The role has a hybrid working policy. Every Tuesday the Senior Leadership team meet in person and then it is a 2/3 days a week in the office and the remainder at home.

This role is a salary brand 13-14, £84,452 to £95,764.
