Job Description

The Executive Director - Place will have responsibility in their directorate for services including, Planning, Assets, Leisure, Community Development and Economic Development. The Blaby District needs their Executive Director of Place to have commercial acumen, so as to gain best use and value from the Council's assets. The responsibilities of this exciting role will include the following.

  • To lead a group of services and group managers - setting direction, establishing priorities, building capacity, maintaining focus, delivering value for money and continuous improvement.
  • As a member of the Senior Leadership Team to demonstrate and promote a culture of ambition, excellence, responsibility and high standards across the council.
  • To act as an external champion for the Council to partners, businesses and the community so that the district thrives and grows sustainably.
  • To work in partnership with other agencies to develop and deliver efficiencies and service improvements and attract inward investment.
  • To lead of the delivery of our major projects.
  • To work closely with the chief executive, the executive directors and group managers to deliver a single team approach to leading staff, governance and delivering priorities.
  • To support and advise members of the Council, Cabinet, Planning, Scrutiny and other meetings on relevant matters.
  • To deputise for the Chief Executive as required.
  • To drive a system of performance management and improvement across the Council.
  • Identify and lead, alongside all Directors, the Council's transformational priorities including commercial opportunities to make the Council more financially resilient.
  • Ensure that all statutory duties and roles within the remit of the Directorate are fulfilled including those that relate to housing safety, environmental and regulatory services.
  • Ensure the Council continue to 'punch above its weight' nationally, regionally and locally through its economic, regeneration and strategic priorities.
  • Take on a full and active, cross-cutting role in leadership of the Council acting to maintain the corporate wellbeing of the organisation.
  • Work closely with Elected Members to drive forward opportunities and developments and actively engage Elected Members in shaping excellent services.
  • To ensure equality of opportunity and fairness in terms of Access to Services and employment and to support the delivery of the equality standards.
  • To develop and implement governance protocols to facilitate the consistency and effectiveness of shared service delivery.
  • To engage in Strategic Partnerships and associated forums to ensure the District Council's commitment to the Blaby District Council's Corporate Plan is delivered.
  • To lead on the development of policies, training, procedures and guidance which support the delivery of good safeguarding practice within the Council.
  • Appraising and advising on commercial opportunities and financial targets, which safeguarding public money.
  • Challenging and supporting decision makers by ensuring policy and operational proposals with financial and procurement implications are affordable and provide value for money.

The Successful Applicant

We are looking for a positive, motivated and passionate leader to drive the Place function forward. Someone who can help realise the potential of the council's assets. There are really exciting projects to grasp and drive forward as the Executive Director - Place.

We don't have strong views around your professional background but you will already be operating at a senior level and be able to demonstrate your ability to lead teams, deliver complex projects, appreciate the needs of our communities and have business acumen.

What is essential with this post is that the applicants has an in-depth understanding of local government and the challenges ahead and an in-depth understanding of the public sector operating environment and the challenges ahead.

We need someone who has proven delivery at a senior level, leading and managing major change in a complex service delivery environment. This leader will need to able to evidence that they have managed significant resources, delivered transformational chance and via partnerships have achieved change and improvement.

The Executive Director needs be highly skilled at negotiation, influencing and communicating. We need a proven leader, who is a completer and finisher. A passion for getting the best out of your team, providing high quality customer focussed services and have excellent interpersonal skills to engage with members, officers and the public alike are all essential skills.

We need someone who has delivered effective long term corporate strategies in a complex organisation and can react and make the right decisions in a timely manner, whilst maintain the highest standards of corporate governance and ethical behaviour.

The successful applicant will be able to evidence continual professional and managerial development, including a management qualification.

You would need to be able to drive and have your own vehicle for work related travel and when required have the ability to work outside of normal office hours, usually on a planned basis.
