About Our Client

The team supports the development, implementation and delivery of Capital procurement strategies and schemes through providing professional advice and guidance that positively reinforces and delivers financial and operational efficiencies, compliance to internal and external legislation and the use of innovative technologies whilst ensuring the patient and our colleagues are at the forefront of what we do.

The Team and the service we offer is expanding, with further reliance on regions to work more collaboratively to drive further financial efficiencies through economies of scales, but working with other likeminded organisations to change the way in which the NHS procures goods, services and works to drive further added value from new and/or current commercial commitments that are already in place.

The Team work across a number of national networks working collaboratively with partners in Bristol, Southampton, Portsmouth, Oxford as well as larger collaborative functions such as the Peninsula Purchasing Supply Alliance (PPSA).

Job Description

The role of Senior Procurement Manager sits within our Capital Projects team reporting directly in to the Head of Procurement Capital Projects acting as a senior and strategic member of the Capital Projects Team.

The role enables an individual to work autonomously, developing relationships locally, regionally and nationally, working with colleagues to support the delivery of the BSW ICS Capital Plan. The role has been fully engaged in the delivery of:

This is an excellent opportunity for an aspiring procurement professional to develop their skill set, through the management and delivery of strategically critical procurements and projects, as well as providing an opportunity to develop management and leadership skills by managing junior members of the Team reporting back to the Senior and Executive Teams and wider stakeholder groups.

A key part of the role is to develop a wide range of stakeholder relationships and establishing regular routines and rituals to support the stakeholders across BSW deliver their capital plans.

The role also requires an understanding of the procurement strategy, local and national legislation as well as market factors that are impacting our professional and personal lives today.

The role is seen as a leadership position, of which there will be an expectation from the stakeholders that the post holder will help lead and guide them through a range of procurement processes to get to an outcome that is desirable for the Trusts.

The role requires strong project management skills that enables on time delivery and commissioning of small to large scale construction and equipping replacement projects. To support an equipment delivery, developing supplier relationship management models is an essential part of this role to ensure that all requirements and targets that enable commissioning are achieved.

You will be expected to liaise with stakeholders to ensure our partners are obtaining value for money from current contracts as well as supporting the development of innovative ideas to change the way in which health care is being delivered in the acute and community setting.

The Successful Applicant

  • Contributing to, delivering and ensuring the implementation of Capital Procurement Strategy
  • Working with our colleagues, develop a BSW ICS wide capital projects work plan that embraces collaborative thinking, innovative technology and maximises the use of accessible capital funding.
  • Deliver, record and report financial savings through procurement led activity.
  • Lead, support and guide colleagues and co-workers through procurement processes with varying degrees of complexity; from low value quotations exercises to complex local tenders.
  • Demonstrate knowledge/understanding of model contract terms applicable in construction NEC 3, JCT etc and NHS relevant terms and conditions whilst ensuring compliance with legal and public procurement obligations
  • Have track record in delivering complex high value procurement activity within a project environment including the project life cycle costing, including leading on the specification development, competitive tenders, evaluation and contract development and award
  • Be able to apply whole life and turnkey costing models when evaluating commercial proposals for the capital equipping schemes
  • Demonstrate skills in negotiation to achieve the overall most cost effective outcome whilst maintaining quality whilst continually improving patient experience and care.
  • Although not essential, have an understanding of Public Contracts Regulations 2015 and the current state of the transition to the new Procurement Bill as well as an understanding of the need to be open, honest and transparent in a public sector environment.
  • Have had past experience of managing, coaching and leading a small junior team, to help them develop their own category knowledge as well as their professional skills.

Feel comfortable in presenting information back to the Senior Team within Procurement, as well as presenting to wider stakeholder groups at all levels
