My client is one of the top 30 housing associations in England, with homes spread across London, Kent, Essex and Sussex.

Their financial strength puts us them in a good position to rise to challenges and plan for the future.

They have just released their brand new corporate strategy, so it's an exciting time to join! This involves being bold and ambitious, investing in new and existing homes, putting safety and quality first. They also deliver for and with their customers through their new Customer Engagement strategy, which will help them to deliver the requirements of the Social Housing White Paper.

They're not your 'standard' housing association. Having been one of the pioneers of shared ownership in the early 1990s, leasehold now makes up more than a third of their overall homes.

Job Description

The successful Head of Policy's key responsibilities will include:

  • Establishing processes, channels and networks to ensure that the housing association remains up to date with the requirements for policy change across its activities.
  • Leading on the horizon scanning for the housing association, identifying potential and actual changes in the external environment so that we are in a strong position to respond.
  • Leading on strategic policy projects and respond to new opportunities across the housing sector.
  • Working with the Executive Team to ensure there is an effective public affairs function and, in conjunction with the Head of Communications, ensure that all stakeholders are identified and appropriately engaged.
  • Working with the Insight Team to ensure that we have actionable insight to shape our response to the current and evolving local and national policy environment.
  • Working closely with Directors in service delivery areas to ensure the relationship between policy setting and customer feedback is one of partnership.
  • Working with external agencies (e.g. the Chartered Institute of Housing, National Housing Federation and Kent Housing Group) to ensure that the housing association is receiving sector information and insight from the relevant groups, maximising the benefits gained from those memberships.
  • Working collaboratively on behalf of the Executive, with major stakeholders and peers on key projects, particularly around welfare reform, strategic developments, and benchmarking.

The Successful Applicant

The successful candidate is someone who has:

  • Experience of leading a policy function at an organisational or wider level.
  • A degree level qualification or equivalent, with excellent written / verbal English.
  • A self-starter who can take the initiative to identify and prioritise areas of work.
  • Ability to take a solutions-focussed approach to housing challenges and the ability to make decisions and recommendations.
  • A good awareness of relevant UK policy frameworks coupled with an understanding of affordable housing and the wider environment for housing associations.
  • Ability to develop and maintain a strong external network covering local and central government and their impact on housing associations.
  • Experience of distilling policy changes in a way that shapes and informs business outcomes and enables the wide understanding of complex issues.
  • A pragmatic approach to operational issues and the ability to take people with them in achieving desired outcomes.
  • Experience of working collaboratively and effectively as a member of a multidisciplinary team.
  • Demonstrable influencing and negotiation skills.
